The way I read it is more to do with how a lot of people were slightly disapointed when Bob Dylan went 'electric' and thought he was turning his back on them. I think. Here is what is printed in the liner notes to the album - "Come From The Shadows" :

"To Bobby" which she [Joan] had been singing for a while, remains one of the great Joan enigmas. The verses challenged Dylan to return to his topical songwriting. Some suggest that "To Bobby" inspired him to write and record and rush-release the "George Jackson" single in 1971, concerning the killing of one of the Soledad Brothers during an attempted mass breakout from San Quentin".
