I went to this last year & although it's not Cohen themed I can heartily recommend it. It's been set up as a kind of fringe to the full Hay festival and covers music & philosophy in more intimate venues than the Hay tents.

I went there two years ago, and it is very good. That year, in a converted chapel. I posted details somewhere on the forum.
