His wife Kerri Carson Lowe posted this message on Facebook today.
I am fortunate enough to say I have felt undeniable and unconditional love. I can honestly say I have loved someone with my entire heart and felt the comfort and security that comes with it. This is rare and I am so eternally thankful to you for this gift. I am grateful for the years we spend doing "our" thing.... I'll love you for the remainder of my days and miss you even more. My person - my love.

We met Todd for the first time at the Hydra meetup in 2011.

Such terribly sad news. Todd was a wonderful person and he will be missed by all who knew him.

So very sorry to hear this. I have happy memories of talking to Todd and Kerri a few years ago in Roloi's during a rain storm about a new LC poem. Kerri and family are in my thoughts.

Very sad news indeed...
I remember bumping into Todd (and Kerri) a couple of times over the years and will keep fond memories of him. My condolences to Kerri and both families.

I am so shocked and upset to hear this. Todd was always so full of life and he and Kerri were a wonderful couple. It was a joy to see them together. I will treasure the memories of the time we spent with them.

I'm so sorry to hear this! I met him (and Kerri) a couple of times in Hydra. Last time i 2017. He always brought smiles and laughter with him. He was a true fan of LC and loved Hydra. I will be in Hydra next month, and I will raise my glass in memory of you Todd. RIP.

Deeply, deeply sad to read about Todd's passing, I have met him on my first visit to Hydra in 2017 and I can only say he was such a kindred spirit.
My sincere condolences to Kerri, whom he loved so much, and to all his family. May you go gentle dear friend...
