First port of call should be the management company and then the recording company. They will either hold the rights or be able to direct you to the person who does.

Permission normally is given (or not) by the copyright holder. I would suggest contacting his management company in the first instance as they will almost certainly know who now owns the copyright. If that does not produce a definitive answer try the recording company.

Sheku Kanneh-Mason (cellist) performed Hallelujah at the Royal British Legion Festival of Remembrance tonight at the Royal Albert Hall, London, on the eve of the centenary of the Armistice marking the end of World War One.
